In the past, customs officials have vowed to enforce a law that requires companies to vet their supply chains for labor violations in Xinjiang. But until now, they haven't been able to easily check whether vinyl floors made in Xinjiang are linked to forced labor.
That's because Zhongtai, the company behind the bulk of the global PVC industry, ships its plastic resins to factories in China and Southeast Asia, where it is manufactured before being shipped to the United States or other countries. In the years since President Donald Trump slapped tariffs on Chinese PVC Flooring, manufacturers have turned to foreign markets to cut costs.
One of those markets is Vietnam, where a factory called Jufeng produces PVC for global buyers. According to a team of researchers from Sheffield Hallam and Material Research, Jufeng received more than 16 million square meters of resin from Zhongtai in just the last five years.

The factory is a critical hub for the production of PVC, which accounts for 10 percent of global production. After arriving in Vietnam, PVC resins travel to eastern China and India, where they are transformed into luxury vinyl tile or plank flooring.
These products often mimic natural stone or ceramic tiles, and they come in a range of shapes and sizes. They can be installed using a click-and-lock mechanism or a loose-lay method.
But the report finds that some of these floors are a source of toxic pollutants, including carcinogens and greenhouse gas emissions. And they are likely made by workers who were forced to do so.
As a result, the researchers say, they "have concerns that these products are not in compliance with the law and should be subject to additional inspections."

In response to The Intercept's questions, Home Legend's parent company sent the firm a letter on June 10 that claimed Jufeng's parent had assured it that Xinjiang-made PVC was not being used for home goods.
